J. Ray Cox, PE, is Vice President and Chief Operating Officer for HIGHFILL and leads our Wilmington office. Ray’s 21 years of experience include regulatory experience with the NC Division of Water Quality as well as consulting engineering. He is responsible for the planning, funding coordination, design, construction contract administration, and overall project management of complex water, wastewater, and reclaimed water infrastructure projects in addition to land development projects. Clients appreciate Ray’s can-do approach, open communication, and service-oriented attitude.

 

Away from work, he enjoys chauffeuring his kids to various activities, playing his guitar, and trying his best to stay fit.
